**The Wikipedia Chaos Index stands at 70 for this month; a 10% reduction from April,** but still remaining at very high levels heading into Q3 2025\. AfC submissions and wait times remain high, a typical pattern during busy editing months of the season. New pages are experiencing higher wait times for approval (and lower approval rates, continuing trends we’ve seen throughout the past year).

A number of open COI investigations were resolved in April, leading to a decrease in related activity in the month of April.

Earlier in 2025, news of Indian news agency ANI’s lawsuit against Wikipedia caused major waves through the community, when an Indian court determined the Foundation had to remove content and specific pages that referred to the news agency as being a “propaganda tool” for the government.

This month, the case took another dramatic turn when India’s Supreme Court reversed the decision, backing a legal challenge brought by Wikimedia, saying the takedown would have a chilling effect on free speech. In a surprising turn of events, the court agreed, saying the high court reacted “disproportionally” in its 37-page court decision.

In a time when Wikimedia faces pressure from numerous entities (including the US federal government, which has vaguely threatened WMF’s non-profit status in recent comments), the court case in India seemed a potent fulcrum for Wikimedia’s operative freedom – and this court decision is a major point in Wikipedia’s favor, an important step in ensuring the platform’s pursuit of independent objectivity remains intact in 2025 and beyond.

The index measures community actions such as editing frequency, content deletion, message board posts, and many other activities that contribute to unstable corporate page environments.*
