**A pair of Baltimore advertising and media-buying agencies has secured the Maryland Lottery’s advertising contract** in a competitive bidding process that will see incumbent Gray Kirk/Vansant Advertising, Inc. retain creative services while Media Works takes over media buying from a Pittsburgh agency.

The Maryland Board of Public Works approved the contract on June 11 without discussion, awarding the three-year deal with two optional two-year extensions. Total value is $15,264,075.

GKV successfully defended its position as the Maryland Lottery’s creative agency, winning the $10.7 million contract for creative services. The agency will handle creative development and production of advertising and marketing materials, including television and radio commercials, website development and maintenance, digital and social media advertising, research support and related services.

Media Works LTD captured the media planning and buying contract, valued at $4.6 million, taking over responsibilities from Pittsburgh-based 9Rooftops. Media Works will manage media planning and buying as well as post-buy analysis and reconciliation.

According to the Board of Public Works, the contracts run from July 17, 2025, to July 16, 2028, with two two-year renewal options extending potential terms through 2032\. GKV’s base contract totals $4.5 million, with renewal options of $3.1 million each for a total not-to-exceed amount of $10,688,400\. Media Works’ base term is valued at $1.9 million, with renewal options of $1.3 million each and a total not-to-exceed amount of $4,575,675.

Four agencies competed for each functional area. On the creative services side, GKV’s winning bid edged out 9Rooftops’ $9,880,643.64 offer, while Baltimore competitors Planit Advertising bid $7,641,690 and TBC, Inc. submitted $10,313,199\. In the media buying competition, Media Works’ $4,575,675 proposal narrowly beat 9Rooftops’ $4,629,180 bid. Planit and TBC also submitted bids for media buying services.

Both winning agencies exceeded minority business enterprise participation requirements. GKV committed to 30.55% MBE participation on the contract, surpassing the 30% requirement, while Media Works pledged 6% MBE participation, exceeding the 5% threshold.

Overall, eight proposals were received and five were determined to be reasonably susceptible of being selected for award, according to the procurement documents. Reasons for disqualification included one that did not provide a performance bond, one that included the financial proposal in the technical proposal and one agency that did not include any Veteran-Owned Small Business Enterprise (VSBE) participation.
