The Public Relations Society of America’s National Capital Chapter (PRSA-NCC) will induct Carmen Marsans and John J. Seng into the National Capital Public Relations Hall of Fame. Marsans and Seng will be honored at PRSA-NCC’s Annual Thoth Awards Gala, Thursday, October 12. The gala will take place from 6:00 – 9:00 p.m. at the National Press Club in Washington, D.C.
PRSA-NCC started the National Capital Public Relations Hall of Fame in 1999 by inducting 50 leaders with significant accomplishments in the public relations field as part of the chapter’s 50th anniversary celebration. The Hall of Fame members hold more than a thousand awards, distinctions, honorary degrees, advisory positions, charity board seats and Who’s Who citations among them.
“The PRSA-NCC board of directors joins me in congratulating both inductees on their lifelong achievements in PR, and more importantly, the enduring impact they’ve had on their clients and causes, and on the people with whom they’ve worked,” said Samantha Villegas, APR, 2017 National Capital Hall of Fame Chair and 2013 chapter president. “We thank them for their service to our profession, and the leadership and mentoring they provided to their colleagues and professionals in the community.”
Criteria for induction in the PRSA-NCC Public Relations Hall of Fame includes 30 or more years of distinguished accomplishments, visionary leadership, mentoring, commitment to the profession, positive and significant impacts on the industry, and contributions to the local public relations community. Marsans is currently the senior vice president of client services for Comunicad where she directs and oversees national programs for corporate clients and special projects with international organizations. Nationally, Latino magazine named Marsans one of the “Top 20 Marketing Professionals” for her demonstrated commitment to understanding and recognizing the value of multicultural markets through various platforms and initiatives.
Most recently, Marsans was recognized and highlighted by Cision as one of the “successful women in PR.” She specializes in building strong community relationships through public outreach campaigns that foster long-term growth and enhance the bottom line. Her proven public relations approach has resulted in award-winning campaigns related to veterans, child safety and leadership development. Prior to joining Comunicad, Marsans worked for FleishmanHillard as part of the team that helped manage the National Youth Anti-Drug Media Campaign of the White House Office of National Drug Control Policy. She also spent more than 20 years at the International Brotherhood of Electrical Workers (IBEW), AFL-CIO, spearheading its educational initiatives, writing training manuals and teaching a myriad of courses to the International Representatives and local union leadership. Her efforts were instrumental toward the creation of the education department for the organization’s local and national staff, as well as the development of the IBEW Hispanic Outreach Program, helping the organization’s growth as well as gaining internal support of the importance of cultural diversity and inclusiveness within the IBEW’s workforce.
Marsans also is a co-founder of the Washington, D.C., chapter of the Labor Council for Latin American Advancement (LCLAA), which serves as a voice for change in the Latino community. She has lectured and taught courses about the history of labor issues, and helped create public awareness programs regarding the needs of underserved communities. Most notably, Marsans was instrumental in forming the Tri-State Voter Registration and Education Coalition to help educate newly naturalized American citizens about laws and structure. She also taught English to hundreds of newcomers to the D.C. area.

A public relations professional since 1979, Seng founded Spectrum Science Communications in 1996 with a vision for a better agency model —an independent agency focused solely on health and science communications. As a testament to his unwavering commitment and belief, Spectrum was awarded Healthcare Agency of the Year (Holmes Report), Top Place to Work in PR (PR News) and Best Place to Work (PRWeek) in 2016.
Several years after founding Spectrum, Seng realized that his clients had an unmet need: deep communications expertise at a global scale. While most networks had reach, they didn’t have the healthcare expertise that can make or break global strategy. In 2004, Seng co-founded GLOBALHealthPR (GHPR), the largest independent health and science communications agency partnership worldwide. Today, GHPR has 16 partners, a presence in 40 countries, and has worked with 44 of the top 50 pharma brands worldwide.
Seng is very active with his alma mater, serving on the board of visitors of the Philip Merrill College of Journalism at the University of Maryland. In addition, he has served on the board of directors of the PR Council for the past six years. Seng has also participated on numerous boards for health-related organizations, including 14 years on the Progeria Research Foundation’s (PRF) board and, most recently, two years chairing the board for the Society of Women’s Health Research (SWHR). In 2013, Seng received the PRSA Frank J. Weaver Lifetime Achievement Award honoring his outstanding contributions to the public relations practice.
