Jessica Zigmond joined the National Association of Psychiatric Health Systems (NAPHS) as director of communications. In this role, she will lead efforts to communicate the role that behavioral health plays in helping Americans achieve overall health. She will also oversee all internal communications with NAPHS-member organizations, who provide mental health and substance use treatment nationwide. Most recently, she was the vice president, group manager for Ketchum, and her career also included positions with Hager Sharp, Reuters America and the Society of Thoracic Surgeons.

The Hill  named John Solomon executive vice president for digital video. Solomon joined The Hill from Circa, an independent digital venture created by Sinclair Broadcast Group to reach millennial consumers on their mobile devices with exclusive video news, entertainment and humor content, where he was chief operating officer. Under Solomon’s direction, stated a release, Circa amassed an audience reach of more than 100 million monthly users in the digital and social space, netting two regional Emmys, two national Webby awards and the Anthem Film Festival’s top short-form documentary award. Before joining Circa, Solomon served as Editor and Vice President for Content and Business Development at The Washington Times, where he oversaw the transformation of the company’s content, audience and revenue strategies.

FCC Chairman Ajit Pai appointed Tina Pelkey as Press Secretary for the Chairman.  Pelkey will report to the director of the FCC’s Office of Media Relations.  Pelkey most recently served as senior vice president at Black Rock Group, which is based in Alexandria, Va, focusing on strategic communications and public affairs.  She previously worked in Brussels, Belgium, for Weber Shandwick and, prior to that, worked at DCI Group and served as national press secretary for Senator John Cornyn of Texas.
